Minneapolis - Earlier this year the 8th Circuit Court of Appeals heard oral argument over the Sierra Club's challenge to the newly revised land management plan for the Superior National Forest. The case presents an interesting issue on whether the Sierra Club can bring a bare challenge to the plan outside of the context of an actual project.
